I was talking to president of the club last night and he said I could put a small  lion in a 40 gallon tank.  could I put a few mantis shrimp there too?

I wouldnt risk it. I havent had any experance with lion fish but Mantis shrimp can be mean

okay.  so what would you need for a small 10 gallon setup with a mantis shrimp only?  possibly 2?

I don't think that a small Lion would cause any harm to a Mantis Shrimp as long as the Mantis is not tiny.  Mantis Shrimp usually hide in holes anyway.  A big Mantis Shrimp may try to eat your Lion though, as Pistonfister said.
