So, I've acquired the 3' tank I was after.  I have two 70w metal halide ballasts, and this webpage: http://www.nano-reef.com/forums/lofiversion/index.php/t91165.html

Now, I'm debating what to do for supplemental lighting.  I want actinics, and am planning on using 14k halide bulbs.  Would you guys put in a 10k bulb as well?  And should I use 96w pc, or 3' (39w) t5's?  And then how many?  The tank is only 16.5" tall, but I am going to raise the lights a bit in the canopy.

What suggestions would you guys have for this set up?
Was that in there yesterday? Casper--WY windier than ?

Down to a 20, soon to double or nothing

I would go 10K on the halides, and use T5s as well.
 
70w per halide is not much light; even on a 17" tall tank.
 
If you do 2 halides, you will want to add probably 4 T5 bulbs. 2 of those could be "actinics" and that would give you the color you are looking for.
 
That is what I would do.

I agree that 70w MH is not much.  And if you use them, I would go with the 10k bulbs for better PAR.

As far as actinic goes, T5 with individual reflectors would be the best choice.  You might have a hard time getting all 4 T5 bulbs and the MHs inside the canopy; 2 T5 might be more manageable.  Plus, if you can use 4 T5, then I would just ditch the MHs altogetherLOL.  4 of them probably would be enough for softies, LPS and a few SPS.
If you can't bedazzle them with your brilliance, baffle them with your bs!

The MH are for the way they light up, I know they aren't much but I will have two over the tank (140w total) one on each side, they shouldn't be more than 8" wide.  This means that I have 5" front and back to mount t5's or pc's in.  I was going to go with two on each side of the mh or one big 96 w pc on each side.

Does anyone have a pic of their tank with the 70 w mh over it, and what other bulbs do you have?
