Lights gone bad?

So, I was fixing a light last night, and it had a problem with one of the ballasts--an electronic workhorse 3 actually.  But I was testing things out with another ballast to see if the pc bulbs were the culprit or the ballast and this is what happened:

The good ballast will fire from 18 to 65 w bulbs.  Fired a 65w 10k no problem, not even a flicker.

Plugged in one of the 24w bulbs and clicked it on.  The bulb started to crackle, then flicker then light with a nice buzzing sound.  Turned it off after about 15 sec.  Tried bulb #2, same thing with a little more sound, left it on for 20 sec.  Then when I grabbed the bulb to pull it out, it actually burned my thumb pretty good.  When I looked at the lights, they appeared like in the past they had melted around the plastic base where the tubes go in.

My question is could the bulbs have gone bad and burned out the ballast?
Was that in there yesterday? Casper--WY windier than ?

Down to a 20, soon to double or nothing
