I was told by someone that 400W ballasts will also drive 250W HQI.
Does anyone know about this or tried it?

I think it's the opposite.  If you wire a 400Watt ballast to a 250Watt bulb you will likely blow it. 
If you wire a 250Watt ballast to a 400 Watt bulb it should fire (I've never done this) but it will only provide 250watts to the bulb.
