The more of each of the four live components a tank starts with, the less a "cycle" will even show.
Do you know which live component is the easiest to add more of to practically eliminate the "cycle"?
Hint: SGH360 gave the answer.

I also got like 3 or 4 cups of live sand from my friends reef to help

it highly likely cycle will you run a sump? you can throw in some macro algae to speed up the process. live sand from a bag is highly unlikely to have anything alive.

Ok so I had a problem with my 30 gallon tank so I am setting up my 15 again I have 17 lbs tonga rock and 30 pounds of live sand from petsmart my friend gave me a cup of he sand as well how long will my cycle take the rock came out of a established tank any imput
