i have had this blue tang in my tank for a good month now and things have been going good untill i noticed today the tangs fins are all beaten up. only thing that i noticed different is the tang has been rubbing up against stuff. plus i just added a blue spotted jawfish and seems to go for anything that goes by his hole. what about emerald crabs do you think they might go for the fish at night. well if anyone has any input let me know what i can do.

Check your water parameters and post them up.  I would start there.

I would look into the possibility of brooklynella. Mine acted the same way and all my fish were showing fin rot. 3 days later every single one of my fish was dead.

Hmmm.  Your pH is a tad low, but I don't think that would be the cause. Other than the fins, how are his body and eyes?  Does he look good? Any white spots?  I would assume that the scratching indicates that he is itching.

AFASK brooklynella is more of a clownfish disease, but I could be wrong.

well his eyes are looking good but around the eyes there are some tiny tiny lighter tone dots. he does breath really fast and hard.

Sure,once whatever is wrong is fixed, the fins will heal and grow back.
