I don't think they are submerged, I had an rsm for a year and I think they are never fully submerged...could be wrong....rsm owners let us know

If the water flow is right I believe they are fully submerged, however if the flow is stopped the water will recede below the intake of the pumps. So it may be possible the pumps were running dry. If I remember right, I put extension hoses on the pumps in order to get closer to the bottom of the tank.

The pumps are all under water, or at least they should be. As jmw said, if your water level drops too low they can be exposed to air and run dry, which I'm sure would not be a pretty sight.

It was not run dry. The pump was fully submerged, there was only about a half an inch over the top of the pump but it was full submerged. A piece of sand caused the impeller to stop spinning and I think it just got hot or something.

Eek, that is no fun. With all of that water around, you would think that it would have more of an effect on the water temperature before something caught fire, since most things don't catch fire until well after water would reach its boiling point, but if the wires heated up, that could be different altogether.
