we have a 27 gal bow front tank and my kids would like a anemone. is there any T8 15w light bulb that would support any species of anemone for out tank?

I think 18w is a little weak, I would say you need at least 50W.  But I could be wrong.

A 15w t5 is probably a little underpowered but would probably work. I have had a few GBTA living in my sump under a 27w compact fluorescent (twisty bulb) for well over a year. Personally, if it was for a main tank I would save my money and buy a better light before deciding to keep an anemone

It really depends on what other light the tank is getting. Any sunlight?

Maybe if the nem was at the very tippy top of the tank...

it is next to a window that gets light in the evening, but does not shine directly in the tank.

Anemones move to where they like the light and the flow.
We could be more helpful if we could see a pic.

Right behind this 9 gal tank was a large south facing window but unfortunately, it did not receive direct sunlight because of a large pine tree. The pic was taken at night. The light fixture was two 13W PC pink/blue tubes. Pink/Blue tubes make colors pop. Without the indirect sunlight the anemones would not have done too well. The HOB filter was temporary for running AC 1-2 weeks/month. The main powerhead was a small Rio on the bottom behind the rocks shooting almost straight up at the water surface, hence the wavy action.
