No Ich parasites are visible in the pic, so no it does not have Ich, not yet anyway, but an Ich parasite is just waiting to grow. Heck it may already be on the fish. The markings around it's face are relatively normal for Blue Tangs in captivity where their natural food is lacking.
I would not have placed the new fish in the sump. The reason is because moving a fish from one environment to another stresses it.
Edit > It appears from other info here in the forum that this fish may have come from another hobbyist. In that case, it should go directly into your display. A fish purchased from another hobbyist is typically the healthiest fish. In all cases of adding new fish I follow the

A new fish from the LFS or shipped to our door is stressed enough already, having already been in three or more different holding tanks since being removed from the ocean, shipped to Los Angeles and then to SLC. Stress brings on the Ich parasite. Anything we can do to reduce stress is one more thing that will ensure it's health and comfort.
