For frags I use super glue gel from any hardware store or BRS carries a nice thick gel but costs a little more. This stuff works great for making rock structures

There are times when epoxy work best, yes like aquascaping it will help hold your rocks together, or epoxy a big colony of frogspawn (or similar coral) in place.

Anything that is marine grade (will set up under water) and suitable for potable (food grade) should work. It's a bit more than regular, but I've used it without problem.

I get mine from walmart. non toxic epoxy. looks just like the reef stuff.
