HELP - lights not working

This is not working and need advice please :
Coralife Lunar Aqualight Compact Fluorescent Fixture, 4X65 Watt, 48 inch

The blue/actinic lights will not work. I took hood apart, twice now, saw nothing, pushed wires around, and it worked. Only this set of lights. They then go off again after a while. This is the third time where they are not working now.

I switched lights to the other prongs - it is this set of prongs. I checked the fans, two fans go on for this set (power compact fl ) but fans don't go on for the actinic. Should the actinic lights have a fan going or fans go on only for the first set of prongs (power compact fl) ??

I don't think it is a ballast - all work, just this set of prongs go off after a short period . . .

Any advice ??? How I can get it fixed ??
