UPDATE - THe past couple weeks the my lil guy has been great! Then i look at him this morning and he is in the sand upside down... Is this something to be stressed about or is this how they move about the tank? He has been attached to the side of a rock since the last post, now he is as appears in the pics.....

You need to flip it upright or else it will suffocate. It looks like it is still not doing so well.

When they move about, gernelly the tentacles are out and they 'glide' on their base, or 'float' around...
I agree w/ Rich; yours doesn't look so hot right now.
Also, how long has your tank been up? Looking at the rockwork, it looks like this is a fairly new setup?

Tanks been up almost 3 months, he has been eating, and pooping, I moved him to a different rock in my tank and he opened up again so i fed him, yet he isnt pulling it in yet... Here are some updated pics...

If the anemone just finished moving less than an hour ago, you shouldn't be trying to feed it yet. It is not ready to accept food and you are just gonna stress it out even more..
And you shouldn't be feeding it more than once a week or so, IMO.
(I don't spot-feed mine at all)

Just feeding my tank as normal.
The idea that anenomes MUST be spot-fed is a myth.
And overfeeding / feeding the wrong items is worse than not feeding at all.
They get enough 'nutrition' via photsynthesis - just like most other corals.
