I've never used a bio pellet reactor but do use a sulfer biodenitrator which keeps my nitrates at or below 0.25ppm. I have run a refugium which definitely helped with phosphates, but switched to gfo due to the refugium needing to be rather large to be very effective. If you can, I'd run both a bio reactor of some kind and a refugium.
