I have the same problem with my anemone and I heard that you just have to let them decide.  Mine has been sitting on the sand in the back of the tank now with my coral banded shrimp hovering over it protectively.

Anemones move around and don't open when they are unhappy. If the anemone is healthy looking other than the fact that it doesn't open,  I would put it on a rock that you would like it to attach to and spot feed it.   This may take some patience. My anemone took about 3 weeks to attach and then attached to a big rock right smack dab in the middle of my tank.  I was so upseet because I had put that rock there to grow zoos on.  Oh well, the anemone is happy.LOL  If the anemone starts to shrivel up or is deteriorating then it will be time to worry.    Good luck and keep us posted.

We got a gorgeous GBTA from Jared Butler and wanted it in a certain spot. It chose the big rock in the middle we were going to grow zoos on, just like yours lol.  It split and we moved one into our other tank and it likes a corner on the sand. I am thinking I will put a rock in there to grow zoos on to give it a better home. Wink

In my tanks, anemones attach almost immediately. Water parameters and tank conditions have everything to do with it.
If you can provide some info we can help you get things good for the anemone.
Please tell us the age and size of the tank, what is the filtration and lighting and the Alk and Ca if you know those values.
Oh and posting a pic helps a bunch.
