I had a glass heater break when I was out in my 24 gal nano and when I got home in smelled horrible and was still sputtering in the tank. All of the life in the tank was completely wiped out, luckily there was not much in there at the time because it is a new tank. The question is should I replace the rock and sand completely or wash it out with RO water? It may not be worth the risk with such a small tank, but I thought I would get some insight.

I had the same thing happen to me. Went on vacation, and my brother did not fill the sump as directed. It wiped out everything in the tank ( except a lawnmower blenny and of course some aptasia )

I rinsed the rock and the sand in fresh water, and washed out the tank, then restarted the tank. It worked just fine for me, but if you're financially in a spot to start over, it's always better safe than sorry.

The most common issue relating to a heater breaking, is it overheating. Which is usually caused by an internal thermometer issue, or the heater being exposed to air. If you think it was an internal thermometer issue might I recommend the best $25 you will spend on your tank?

That is a basic yet effective temperature controller. As heaters are the #1 reason for equipment related tank failure, I run one on every one of my tanks. This particular temperature controller is easy on the wallet, and I have had them running for years on my tanks without any issues.
