I have this little guy growing on one of my zoa frags. I'm thinking it's a small LPS starting out. Does anyone else have an opinion? It is less than 1/4" across so far.

Hard to tell at that size, but my guess is Fungia.

Definitely hard to tell and it would be cool if it started budding fungias. Do you think the tentacles would be so prominent and numerous on a budding fungia?
