It's been a while since I've been involved in the marine side of the hobby. About 12 years. When I broke down my reef tank in the late 90's there were still certain fish that were taboo, due mostly to feeding issues. Among these were orange spot file-fish. Imagine my surprise when I picked up a publication last month and not only were these fish being successfully kept but they are now breeding them.

My question is, have there been any advancements made in the past decade for keeping some of the more difficult Chaetodon species such as melapterus and austriacus?

These two fish have been part of my "dream list" for as far back as I can remember. Can I have them now or are they still verboten?

They are still way way down on the list of adviseable fish for captive care.  Almost exclusively coralivores and even limited on what they do eat.  Easily falling in the 90% dead within a month range for fish.

There are a few people who have tried to keep them and feed them prepared foods... with little success.  They are a model choice for further examination.  I wouldn't be the least bit surprised to see someone set up an sps tank just to feed them and to document their success.

But unless you are really serious about the investigation.....  you'd be better to avoid them.

As I recall, there are some frozen foods targeted specifically for Butterflyfishes.

If it's been 12 years, have you noticed all the coral that are now being grown in captivity and how many hobbyists are keeping anemones and breeding clownfish? Those are the biggest advancements, IMO and they have a lot to do with advancements in feeding and biofiltration.
