Would I be correct in assumming that uniseals would seal a tank overflow drilled a few inches below the water line?

Uni-seals will seal a tank anywhere.  They're good up to 40 psi (90 ft deep ).  Their only drawback is it's hard to get the pipe into the seal.  It takes quite a bit of force so be careful with thin walled acrylic tubing or thin glass.
