I've seen his tank, it's beautiful now. 

Just this last week I couldn't  see an inch into my tank in the window.  I simply couldn't even see how anything was doing and it wasn't clearing up.  Finally I couldn't stand it any longer - not knowing if things like shy fish or a large anemonie were dead or alive and so I put a UV steralizer on it and it now looks more like the bottom pict.  The live things seem to be OK but I did tear apart my rock work putting stuff in a bucket thinking the anemonie was dead...which it wasn't.  

New tanks are humbling.

This was my tank about a week after I set it up.

The big Squamosa Clam, below, cleared the water. If you don't have access to a big clam, cover the tank so that it's dark for 3 days and then cover the window and keep the tank lights off for the rest of a week. Don't do any water changes, because they are just helping feed the phyto.

Unless you have a 'desirable" alga, you might get a "less desirable" alga...

I don't know that I would consider the rock as part of the bio-load, it will actually help lessen the bio-load.

When you say filtered, what do you mean?  Is it on an RO filter?  Tap water contains such a high level of silicates and phosphates they could be contributing to your problems.

I would stop the weekly water changes (until you can get an RO unit for your tap water) and disable the lighting completly or at least down to a couple hours a day for a week or so.  Ensure you temp is around 76-78.  You should see an improvement in the algae bloom, how long has this tank been setup, and how old is your live rock?
