I have 2 patches of silver tip xenia.  One is a transplant from the other so they are genetically identical.  One receives low-moderate light and the other receives moderate-high light.  My alkalinity is 3.0-3.2 meq/l.  The lower light xenia has much longer stalks, is more pink and pulses slowly in the day, but not much at night.  The higher light xenia has shorter, lighter colored stalks with silvery polyps and is a fast pulser in the day and at night.

I agree that lack of pulsing is probably due to low alkalinity

I found that when I got mine all at the same time white, brown and silver xenia, I had just 4x65 watt PC and 2x 40 watt NO actinic and they did not pulse at all or just a very little. I have since added 440 watts of VHO and they all go to town so I think between alklinity and lightung that is the key in my experience.

IME Alkalinity is the key.  I never add iodine or do water changes and mine pulse like crazy.

Alkalinity, pH and Iodine all are factors IMO (mostly alkalinity).

Lighting and water-flow have little to do with it from my experience.
