I have cut a few holes in tanks.  You will want to lubricate the bit.  Keep someone spraying a little bit of water onto the bit while you're cutting.  This means you'll need to set up some method of catching this water and keeping it off the floor.  I would talk to Eric at MA, I'm pretty sure he has cut holes in tanks while in use.  Good luck.

Dallan,

Be very careful! I have seen some build a small dam from clay to fill with water to help cool and lubricate the bit during drilling. You may want to consider a way to do this in a vertical position. Go slow and let the bit do all the work. Do not force it.

Sorry, I didn't see this post sooner. Try Kelly Glass & Supply in Ogden. They are actually right near Aquatic Dreams (I hope Ryan doesn't mind me post this). They do an excellent job - they can glass blast the hole rather than drill it. It eliminates any sharp edges.
