How long has it been building up? 
90 gal Corner with / 200 gal sump.

I get it all over on mine also, I think it's a form of algea growing in there, I sturr it up off the glass and pipes, but I let it grow in my cheato.

a couple of days is all its not hard to remove of the glass. if i just touch it it will fall off. i was just worried it was a bad thing its only in the middle section of my sump but i don't want it getting into the display. as long as its not a bad algae ill just stir it up.

It's probably from lack of top water movement.

+1 to the top water movement.  Until I started pointing a powerhead at the surface I had the same issue.  The other issue is that the film will reduce the O2 exchange on the surface of the water.

a power head th bestway for this then. or does anyone have a bigger return pump thats cheap an somewhat quiet or silentLOL

I'd definitely go with a powerhead pointed towards the surface.  In addition to getting rid of the film, its good to agitate the surface and faciliate gas exchange.

I didn't notice it was in the sump.  Still if you are getting the film, I'd guess right off it is due to insufficient water movement.  Do you have a skimmer in the sump?

If you could post a picture of your sump it would help us give you some additional advice.  Also a full tank shot would be helpful too.  As far as getting a skimmer, it is great addition as it removes excess nutrients and can help in stabilizing water parameters, but they are not always necessary.

If this is only in the sump, I wouldn't do anything right now.
 
How old is your tank?  This may be a temporary thing as your tank cycles.  How much and how long are you lighting the sump?

The advice already posted is great, however I would pick up a protein skimmer. It'll clear right up.

THe lights have been on 24-7 is only a normal house energy efficient light bulb. should i turn it off for a few days? i dont have a timer
