What are the lighting requirements for eels? I have a 21 gallon tank that is currently running but uninhabited. I moved everything to my 150g including the light. I don't want to spend much on this tank but thought it may do ok with a snowflake eel.

Any suggestions/comments?

You dont really need much light and could get away with ambient light only. Just make sure the top is covered.

I have a small snowflake in my 20 gallon (thanks Shane S). It does very well and eats like, well, like an eel. This tank has 2x 96 watt PCs, but as far as the eel and fish are concerned, it could be 1x 17 watt NO.
