I currently have 8 in my 125, all of them are small (clowns, chromis) except for my 2 tangs.  I plan on getting up somewhere around 20, so 1 fish per 6 gal, although only maybe 4 of those fish will be over 3 or 4 inches...

For the record, in my 29 I had 2 clowns, a small tang, purple firefish, clown goby and a diamond goby for probably 6 months...

I think it comes down to size of the fish, type of fish, and filtration.  If the fish are small and stay small there can be more of them.  If they are low bio load fish there can be more of them.  If you have a lot of filtration to keep up with a higher bio load you can have more fish.
Look at Brad's tank (tileman)  He has a LOT of fish per gallon, but he also has a major filtration system that most of us envy.
IMO just do what works.  Remember that fish grow and calculate number of fish based on their full size (or 3/4 size as they may not get that big) rather than the size they are when you buy them.  Fish can grow surprisingly fast.  If you are willing to do what is needed to care for them, all should be fine.  This care ranges from water changes to removing aggressive or peaceful fish (avoid conflict) to selling fish or upgrading the tank.

Do inverts like crabs n shrimp count??? Right now only a peppermint and a perc in my 29gal.  Another couple questions, I want probably two more fish. Either a mate for my perc, or goby or jawfish but also have a bunch of softies.  Too much without a skimmer?? I have 35lbs of LR and want to add another 3-5lbs. I have  a 1.5-2 inch sandbed, and 40 snails and hermits.

i have a small clown in a 1.5 nano.... it has been in there for around 1-2 months and doing great. i also have a yellow tang, scopus tang, sialfin tang, maroon clown, 5 chromis, 1 sixline wrasse, 2 bangia's, and 2 small damsels in my 55. so thats around 4 gallons per fish. as well as 1 eel and my baby shark in a 40gal. so there is 1 per 20 gals.
pitiful guppy tank.

You should be fine with 2 or 3 more fish.  If you see my post above, my 29 was way over stocked, and I only had an HOB filter on it, but it worked great!

Confused  Jake, how can you have so few fish?  What kind are they?

Soundsurfer, I think either a mate for my perc, or goby or jawfish would be fine.  If you get a goby make sure you have enough pods or get one that will eat supplement food.  If you get a jawfish make sure you are willing to let it dig.  They are serious sand movers and will probably bury anything within 5" of where they build their home.  FYI don't get an engineer goby, they get huge and dig a lot.  I have one that is over a foot long Shocked  It has taken over the tank and buried almost everything in the bottom 4" of the tank with sand.

I always thought it should be based on 3 things:
    1. inches of fish per gallon. Will they all fit?
    2. How much habitat do they range in. Some larger fish don't move around much.
    3. What kind of habitat do they live in? Mandarins need lots of sand, Jaw fish, etc.

I have 7 fish in my 50 gallon, three are small but they roam all over, one is medium and roams all over, one will be large and roam all over, two are large but never move much.
    2x 6line wrasse
    1x chromis
    1x drawf angel
1x Sailfin tang (will become to large for the tank but by then I will have a larger one.)
    2x Golden Maroon anenome fish

But, I am maxed out to give them any room and I have lots of holes and caves so they can have their own "space".

I know how that goes.  In my 130 I have:
Fire Shrimp
Lawnmower blenny
Scooter blenny
3 bar gobies
2 scissor gobies (supposedly, I only see one 99% of the time)
2 perc clowns
bartlett anthias
royal grammas
sapphire blue damsel
rolland 's damsel
talbot's damsel
yellow/blue chromis (or damsel)
javanese damsel
blue sided wrasse
red wrasse
For another day or two baby cortez ray, her tank is ready just need to move her.

It seems like a lot of fish, but they are only all out when I feed them.  The rest of the time they are swimming in and out of the rockwork so you have to watch for them.  They are also really small fish by comparison to tangs, so they don't take up much space visually.  I want to get a couple more gobies to add to the school of bar and scissortail, but need to move my ray first to keep the bio load low.  Rays are a lot of fun but eat a lot, which means that much more waste.

I think of it more in terms of how much maintenance do you want, high maintenance = high fish load= lots of water changes.

even when I had a 55 gallon fresh water tank years ago, I kept the fish load down, so that I would have less trouble with the water changes, additives etc, plants would have a chance to grow that sort of thing.
