I'm having some nutrient problems in my 10 gallon tank and I want a place to grow some chaeto, I'm interested in making a custom HOB refugium but don't know where to start. Has anyone done this before?

You can go buy a soap holder basket from Lowes and put chaeto in that. I have done that on both of my nano's.

I've heard of people having good luck modifing Aquaclear and other HOB filters into lil fuges. But I've never tried it myself.
