if i have a a 10 gal nano with 2 whisper 10 HOB filters and a azoo 180 pump is this good?

The azoo is that cheap oscillating pump. The newer clear-view ones may be better than the old ones that required continual cleaning so the oscillator didn't stick. Personally, I think they oscillate too fast

I know that a lot of people use HOB filters, but they are severely inadequate for providing circulation. In my limited experience, if the tank is stocked with life, two good, albeit small, fixed powerheads shooting water up at each other along the water surface are all the equipment that is needed and the tank will "rock".

I love hang on filters.  They take water, pushe it through any filter media you want, then put it across the top of the water surface.  No fooling with suction cups and everything else.  For me, if you have a small tank a HOB is much better than powerheads.
