The aeration is still happening. Don't worry about that.
But are you sure nothing changed? The end of the overflow pipe may be in a different position. That could be a good thing or a bad thing.
If it were me, I would check to see if there is some kind of obstruction in the pipe. A lone snail perhaps that crawled up the pipe, or down. That's all it would take. It's not a problem now but if there is some kind of small opening being partially restricted. This creates a buildup of water that is no problem now, but with auto topoff, RO water is being added to make up for what is pooling above. The power goes out and - flood.
Here is what I would recommend you do to check it right now. Turn off the main pump and watch the level rise in the sump/Refugium. If the level rises higher than normal then what I said above is the issue. If the sump rises to the top before it overflows turn the pump back on and remove some water. Turn it off again and go searching for the restriction.
If, after turning off the main pump, the level does not rise higher than it should be, then you were right. Something changed enough, probably by growth of algae and sponge in the pipe, to stop the bad bubbles.
