So I recently got one of these frags, I think it came from ReefKingdom. Anyway, I really don't understand the lighting conditions that are needed to keep the really cool colors. The blue background of the coral is starting to fade away. Can anyone help me?

These need moderate lighting and flow. Keeping it slightly shaded will help. You also need more blue light. If you're running 10K's or anything close it's just going to brown out. What lighting are you running?

2.5 gal tank with 2x9 watt power compact Coralife actinic bulbs. It is starting to brown out. To me this seems like the conditions you described but my "moderate" may be different than your moderate.

What are your water parameters? High nitrates will brown out corals, especially SPS. I keep my Superman about 10" below 6 ATI T5 bulbs on for 12.5 hours. Are they only actinic bulbs? I would look into an 18 watt PC-R bulb, I would consider 2 actinic bulbs to be a low light situation but that's just me. I put a frag of my Supernatural Monti in my dad's nano about 10" down under the PC-R's and it looks almost exactly like mine shich is about 12" down under my T5's. I think I could probably do the same with Superman Monti. Do you have a pic?

I have it placed just above the bottom of the little tank, but in direct light. Do you suppose its too much light? To me it already seems really dark, but definitely blue and phosphorescent, but maybe there is an intensity to the light that I am not able to gauge with my eyes. I have only recently tried doing a "glow in the dark" tank so I'm not really sure how everyone is doing it.

You could try shading it a little, I think it may not be getting enough PAR. The "glow in the dark" tanks I've seen have all been done with a couple actinic bulbs and a majority of 454nm blue bulbs like ATI's Blue Plus. Tons of florescent colors but still high PAR. Actinic light does make things pop but does very little as far as PAR goes.

As my computer and I get older, I find that either I forget how to do things with it or we just lose patience with each other. I was going to post some pictures but I've forgotten how to retrieve them from my phone.
CapnMorgan, you think I should try and convert over to those bulbs for this little tank? I could replace one of the bulbs with the 10,000k bulb that is supposed to be there. I have noticed that my yellow/green finger leather has started stretching out towards the top of the tank as if to try and get more light.
It would be nice if I could find that light type in the 9watt variety so that I don't have to buy a whole new light setup.

What do you suppose I could do to the current light setup to raise the PAR? Like maybe adding some LEDs? And if so which ones?

You could look into stunner strips by ecoxotic, they are reef capable and small.

Do all of the stunner strips give a good enough PAR? Or do you think I need the white lights to get it?
