I've had a bigger unicorn tang for three plus years and still no sign of a horn.

How old do they have to get to grow a horn ??

Depends on the species.  Many unicorn tangs do no get a pronounced "horn".

You know a Unicorn Tang is by far the best fish(maybe next to parrot fish) that I've eaten.

No, that fish is not a "unicorn" and will not get a horn.

Blue spotted unicorn tang?  Or blue spotted tang?  I'm not kidding, I think that is what they are called.  But I've never bought one.

I disagree with some previous comments.  That is a Unicorn Tang.  Do you see the pronounced hump above it's mouth about the level of the eyes?  That is what makes it a "Unicorn Tang".

I believe it is a Naso lopezi (although I am not sure about that).  They are almost always sold as a Unicorn Tangs (Blue spot, lopez, etc.) and rightfully so.

They will never get pronounced "horn".

Check out Tom-'s (Ryan's) SPS in the background.  It's what he's selling today.  I've seen his thanks and they are awesome.
