 They say to replace your pc bulbs every year to maintian good spectrum. Can you use the old bulbs for macroalgea in a refugium untile they total burn out? I personally dont see why not.

Yes, good idea.  Many people do this, or even use cheaper bulbs in the sump to begin with.
